Config Ignore: Config Actions

Provides four Config Actions for the Config Ignore module, designed for use in Drupal Recipes. These actions let recipes safely manage ignore patterns across different operational modes without the risk of silent data loss during configuration imports.

Config Ignore: Config Actions bridges a gap between the Config Ignore module and Drupal's emerging Recipes system. When a Recipe needs to configure Config Ignore patterns, there has been no safe, standardised way to do so — until now.

The module provides four opinionated Config Actions. The ensureConfigIgnoreMode action sets the site's Config Ignore mode (simple, intermediate, or advanced) as a prerequisite before other actions run. The extendConfigIgnoreSimple action adds patterns as a simple list of strings and works in all modes. The extendConfigIgnoreIntermediate action adds patterns with separate import and export lists but requires at least intermediate mode to be active. The extendConfigIgnoreAdvanced action handles advanced pattern structures.

The key design principle is fail-fast safety: if a Recipe tries to add advanced patterns to a site running in a simpler mode, the action fails immediately rather than silently producing unexpected results. This prevents the data loss scenarios that can occur when config ignore patterns don't match the site's operational mode.

This is explicitly a gap-filling module — the README acknowledges it is intended to hold the space until Config Ignore adds its own native Config Actions in the upstream issue #3477590.
